RESPONSIBILITIES:
Procurement Process Management
Maintain and update the vendors' list, evaluating performance, and fostering strategic partnerships.
Negotiate terms and agreements with vendors to secure favorable pricing and service terms.
Resolve vendor issues promptly and effectively to maintain smooth operations.
Tender Management:
Facilitate both open and closed tenders, ensuring transparency, fairness, and adherence to procurement policies.
Collaborate with stakeholders to define tender requirements and evaluation criteria.
Procurement Planning:
Develop and execute procurement plans in alignment with organizational objectives and budgetary constraints.
Monitor inventory levels, consumption patterns, and market trends to optimize purchasing decisions.
Ensure timely procurement of goods and services to support operational needs.
Vendor Management

Documentation and Compliance
Ensure all procurement documentation is complete, accurate, and filed in accordance with internal and donor requirements.
Verify that all necessary approvals and supporting documents are obtained before proceeding with purchases.
Assist in preparing procurement reports for internal and donor audits as required.
Coordination
Collaborate closely with logistics team members to synchronize procurement and delivery schedules.
Communicate effectively with internal departments to understand their procurement requirements and priorities.
Participate in cross-functional meetings to align procurement strategies with broader organizational goals.
Reporting
Prepare and submit regular updates and reports on procurement activities to the Procurement Coordinator.
Maintain accurate and comprehensive records of all procurement transactions.
QUALIFICATIONS:Bachelor’s degree in business administration, Supply Chain Management, or related field. Master's degree preferred.
Proven experience (4 years) in procurement management with at least 1 year in a senior role as Senior Officer.
Strong understanding of procurement best practices, contract negotiation, and tender management.
Experience in ERP systems is highly preferable.
Excellent communication, negotiation, and problem-solving skills.
Language skills (C2 for Arabic, B2 for English) are essential.
Ability to lead and develop a diverse team in a fast-paced environment.
Strong organizational and time management skills.
Excellent attention to detail and ability to ensure compliance with policies and procedures.
Strong interpersonal and negotiation skills.
Proficiency in Microsoft Office Suite and procurement management systems.
Ability to work under pressure and meet deadlines.
Internal: Procurement Coordinator, Logistics Team, Program Teams, Finance Department.
External: Vendors, suppliers, and service providers.
