Assignment Purpose

UNICEF Syria has committed to systematically integrating Climate, Environment, Energy, and Disaster Risk Reduction (CEED/CEE) across all programme components, aligned with:

  • UNICEF Strategic Plan 2022–2025.
  • MENA Climate Commitments (all COs to conduct CLAC).
  • Syria 2023–2025 Country Programme and the preparation for 2027–2031 CPD.
  • UN Strategic Framework for Syria 2022–2024 (UNSF).

A Climate Landscape Analysis for Children (CLAC) is now a required step to inform UNICEF programming, advocacy, partnerships, financing, and CPD development. The purpose of this consultancy is to produce an updated, comprehensive, and actionable Climate Landscape Analysis for Children (CLAC) for Syria, capturing:

  • The national climate, environment, and energy (CEE) context and trends.
  • Impacts of CEE issues on children and child rights.
  • Policy, institutional, and financing landscape.
  • Gaps, opportunities, and UNICEF’s comparative advantage.
  • Recommendations for integrating climate action across all programme sectors.

This analysis will guide UNICEF Syria in strategically positioning itself in the climate–child nexus, enhancing climate-resilient programming, and informing CPD development, resource mobilization, and partnerships. Minimum Requirements:

  • Education: Bachelor's degree in climate science, environmental management, geography, disaster risk reduction, public policy, or related fields.
  • Work Experience: Five years of professional experience in issues of Climate, energy and environment and child rights (research, teaching/training), policy and development studies.
  • Knowledge/Expertise/Skills:
    • Experience conducting climate or environmental assessments and CLAC in fragile or crisis contexts (MENA preferred).
    • Demonstrates knowledge and expertise in primary data collection, and the use of qualitative analysis software.
    • Demonstrates excellent writing skills and strong communication, essential for the development of technical documents.
  • Languages: English and Arabic will be an asset.
  • Desirables: Proven experience in child rights/social sectors. Experience working for UNICEF or other UN agencies is an asset.
  • Other: Technical Proposal of the suggested methodology to show understanding of the assignment and timeline.
