Community Engagement and Accountability (CEA) officer - branch level

Job Overview

  • Supervisor's Title: NSD & SP unit manager, PPSD
  • Job Purpose: The CEA officer will contribute to institutionalize and strengthen community engagement and accountability within the Syrian Arab Red Crescent (SARC)'s ways of working, programmes and operations. The CEA officer will work with colleagues to integrate meaningful community participation, open and honest communication, and mechanisms to listen and act on feedback, within programmes and operations.

Job Duties and Responsibilities

The CEA officer will be responsible for the following:

1. Support the institutionalization of CEA within SARC

  • Support CEA focal points within SARC in branches, and will act as CEA focal point at the branches' level when needed.
  • Support in managing SARC's community feedback mechanism, ensuring feedback is collected, analysed, responded to, acted on and referred to other departments and units as needed.

2. Provide CEA support and guidance to programmes and operations

  • Ensure that CEA questions are included in all needs assessments, and that assessments are participatory, and capture a thorough understanding of the context, and people's priorities.
  • Ensure programmes and responses are designed with the involvement and input of community members, including men, women, boys, girls, and any marginalized groups.
  • Ensure programme colleagues regularly share information about the programme or response with community members, using the best approaches to reach different groups.
  • Manage community feedback mechanisms in all SARC programs and interventions, with processes that ensure feedback is analysed, responded to, and acted upon.

3. Coordination and representation

  • Support in coordinate CEA approaches across all SARC units, departments and branches.

Position Requirements

  • Education (Required): A university degree in a relevant area such as community engagement, community development, social and behaviour change communication, sociology, anthropology, health education, or relevant work experience.
  • Experience (Preferred):
  • 2 years' experience working for a humanitarian organization.
  • Knowledge implementing assessments, community consultations, research and/or focus groups discussions.
  • Knowledge in implementing community feedback mechanisms.
  • Experience of designing and implementing tools for communicating with communities (such as radio, social media, and social mobilization).
  • Knowledge and Skills (Required):
  • Excellent interpersonal, communication and networking skills, and able to build relationships with people at all levels of the organisation.
  • Able to work under pressure and manage multiple tasks simultaneously, to a high standard and to deadline.
  • Knowledge and Skills (Preferred):
  • Good knowledge of gender and diversity issues.
