Accounting Specialist

GIZ has been operating in Syria since 1976. It has thus established valuable contacts in civil society and garnered experience that is now crucial for supporting the country. From 2013 onwards, it worked without government involvement with the assistance of local non-governmental organizations. Despite the difficult conditions, GIZ has consistently contributed to improving people’s living conditions.

In view of the developments since December 2024, which have led Syria into a decisive phase of transformation, GIZ reopens its Country Office in Damascus in 2026. It is currently implementing 14 projects on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Federal Foreign Office (FFO), with co-financing from the European Union and other donors. From 2026, the portfolio is planned to be expanded by several new projects.

Your tasks

• Process all the contracts and order invoices considering GIZ rules, commissioners’ rules and binding agreed contractual conditions stipulated in the contract.
• Provide accounting related advice to ensure correct payment procedures whenever required.
• Process travel settlements, settle flight tickets, related to business trips in line with GIZ rules and regulations, and advise staff of required documentation, eligibility, and compliance requirements.
• Regularly follow on receivables and payables and provide timely settlements and advise finance managers on outstanding items, deviations and required corrective action.
• Keep up-to-date record of ongoing contracting procurement in SAP, including follow up on commitments, amendments, and settlements, and advise projects and service units on correct accounting process.
• Advise and support the senior management as well as the projects whenever necessary and keep them up to date with actual rules and standard operating procedures (SOPs).
• Proactively identify accounting and compliance related risks arising from operational realities, local market conditions and advise management on mitigation measures in line with GIZ regulations.
• Prepare and support internal control and audit requirements and contribute to addressing the finding and implementing agreed corrective measures.
• Report challenges, risks and improvement proposals in a timely manner to the line manager.
• Support the finance managers in the service units whenever required and perform additional tasks upon request of the management.

Your profile

Master’s or Bachelor’s degree in accountancy or equivalent.

• At least 5 years’ experience in accounting in international organisations.
• Good working knowledge of ITC technologies, related software and computer applications (e.g. MS Office).
• Knowledge of working in accounting systems (e.g. SAP).
• Quick learner and willingness to learn new tools and procedures, especially GIZ processes and regulations.
• Ability to work independently with trustworthiness and integrity.
• Strong interpersonal and communication skills.
• Professional fluency in written and spoken English and Arabic, knowledge of German is an asset.
