Senior Project Officer

Job Purpose:
The Senior Project Officer is responsible for the day-to-day coordination, supervision, and implementation of project activities in Raqqa Governorate, ensuring timely and high-quality delivery in accordance with the approved project proposal, work plan, budget, IPV policies and procedures, and partner and donor requirements. The position will oversee and coordinate the project’s basic education, vocational training, life skills, and livelihood-related activities; supervise the project field team; monitor implementation progress and achievement of project targets and indicators; and ensure effective coordination with relevant IPV departments, IVY, local stakeholders, and project participants.
Duties and Responsibilities:
- Lead and coordinate the day-to-day implementation of project activities in Raqqa, ensuring alignment with the approved project proposal, work plan, budget, and implementation schedule.
- Develop and follow up on detailed weekly and monthly implementation plans and ensure that project activities, deliverables, and deadlines are achieved as planned.
- Oversee the implementation of basic education, vocational training, life skills, entrepreneurship, and employment-support activities, ensuring appropriate quality and compliance with approved approaches and materials.
- Provide day-to-day supervision, guidance, and support to project field staff and conduct regular team meetings to review progress, priorities, challenges, and required follow-up actions.
- Coordinate beneficiary outreach, registration, selection, enrollment, and pre- and post-assessment processes in collaboration with the MEAL team, ensuring transparent application of approved eligibility and vulnerability criteria.
- Monitor beneficiary attendance, participation, retention, training completion, and overall progress, and coordinate timely follow-up on absenteeism, dropout risks, and other implementation challenges.
- Monitor project progress against approved outputs, indicators, targets, and timelines; identify delays, gaps, or deviations; and propose appropriate corrective actions to the FSL & ERL Coordinator.
- Coordinate closely with MEAL, Finance, HR, Logistics and Procurement, and other relevant departments to ensure timely operational and technical support for project implementation.
- Contribute to the preparation of accurate and timely weekly updates, monthly narrative reports, and final project reporting, and provide required information and supporting documentation.
- Ensure proper and systematic project documentation and filing, including activity records, attendance sheets, beneficiary records, assessments, training documentation, meeting minutes, and other supporting evidence.
- Coordinate project-related procurement and logistical requirements with the relevant departments and follow up on processes that may affect activity timelines.
- Support budget follow-up in coordination with the Finance team and promptly report any anticipated operational or budget-related deviation requiring management or partner review.
- Maintain effective coordination with IVY, relevant local authorities, community representatives, training providers, businesses, and other project stakeholders as required.
- Facilitate and support monitoring visits by IPV, IVY, donor representatives, and authorized third-party monitoring teams, ensuring that requested information and documentation are available.
- Identify operational, contextual, and implementation risks that may affect project delivery and promptly report them to the direct supervisor, together with practical mitigation measures.
- Ensure that project activities are implemented in compliance with IPV policies, the Code of Conduct, safeguarding requirements, PSEA standards, accountability principles, and donor requirements.
- Perform any other project-related duties assigned by the direct supervisor that are consistent with the nature and level of the position.
Job Requirements:
- University degree in Project Management, Development Studies, Economics, Business Administration, Education, Social Sciences, or another relevant field.
- Minimum of 4 years of relevant professional experience in humanitarian or development programming, preferably in project implementation, coordination, or management.
- Relevant experience in one or more of the following areas: livelihoods, early recovery, vocational training, education, youth programming, or economic empowerment.
- Demonstrated experience in supervising project teams and coordinating with support functions such as MEAL, Finance, HR, Logistics, and Procurement.
- Good knowledge of project cycle management, work planning, indicator tracking, monitoring, reporting, and project documentation.
- Strong planning, coordination, organizational, analytical, and problem-solving skills, with the ability to manage multiple priorities and meet deadlines.
- Strong report-writing, communication, presentation, and stakeholder coordination skills.
- Good command of Microsoft Office applications, particularly Word, Excel, PowerPoint, and Outlook.
- Fluency in English, both written and spoken, is required.
- Previous experience working with humanitarian or development organizations and donor-funded projects is highly desirable.
- Good knowledge of the humanitarian and operational context in Raqqa Governorate is highly desirable.

- Ability to work effectively within a multidisciplinary team and adapt to changing operational conditions and priorities.
- Ability and willingness to conduct regular field visits to project implementation sites across Raqqa Governorate.
- Strong commitment to humanitarian principles, accountability, inclusion, non-discrimination, and respect for the dignity and privacy of project participants.
- Commitment to IPV’s Code of Conduct, Child Safeguarding Policy, and other applicable organizational policies and procedures.
- Commitment to the Prevention of Sexual Exploitation and Abuse (PSEA) policies and standards.
- Commitment to data protection, confidentiality, and responsible handling of beneficiary and project information.
