BACKGROUND:
Founded in 1933, the International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives.
The IRC has long-term programs based in Baghdad and Erbil, as well as emergency response programs supporting Syrian refugees and war-affected Syrian internally displaced persons (IDPs). The IRC is seeking for dynamic individuals to support it in the delivery of services and support to communities affected by conflict in Syria.
Working in coordination with the humanitarian community, the IRC currently addresses the needs of Syrian IDPs. Our activities in northern Syria focus primarily on the supply of vital medications and medical equipment, non-food items, food and vouchers and form part of an over-arching humanitarian response in Jordan, Lebanon, Syria, Iraq, and Syria that seeks to assist those in need to survive conflict and displacement.
As part of its regional response and efforts, the IRC is now expanding its operations inside Syria by establishing programs for health, protection, economic and food support to vulnerable families in Raqqa, Syria.
SCOPE OF WORK:
The logistics assistant will be responsible to play a vital role in managing logistics activities related to the field offices in Damascus. He/she will be responsible to ensure that IRC standards are met assuring maximum support to all thematic areas operational in Damascus and its adjacent locations. He/she will be responsible for the following activities: warehousing, asset management and transportation making sure that nothing is deviating to IRC policies and donors specific obligations.
Responsibilities are:
Warehousing/Assets Management:
- Understand, implement and / or maintain standard IRC inventory management policies and procedures.
- Hold a meeting with the asset team for Damascus to reconcile Asset Register to make sure that information is correct and nothing is found missing.
- Receive the non-pharmaceutical items and services with the procurement team as SC representative
Transportation / Fleet
- Manage fleet at Damascus office.
- Implement IRC Cross border vehicle policy for rental vehicles/drivers.
- Implement and direct IRC standard vehicle policies and procedures, with particular attention to safety and security issues; ensure vehicle inspections for safe working order is done on weekly/monthly basis.
- Manage, evaluate and monitor drivers.
- Coordinate with program teams to submit staff movement plans enabling fleet unit to schedule vehicles for planned activities.
- Prepare the weekly movement plans for all staff in a proper, efficient and effective way.
- Plan , Coordinate the cross country movement Idlb, Raqqa , Hasskah and Der Ezzor areas.
- Ensures the drivers are aware of their movements and plans.
- Ensure that log sheet record for all rented vehicles is filed in sequential order to produce auditors when required.
- Maintain a complete record of drivers’ leaves and overtime according to vehicle policy.
- Ensure vehicles are well maintained, hygiene, fully equipped with tools and full official documentations are valid and available.
- Collect all fleet-related information (Log books, fuel, accidents, etc...) and make the monthly fleet payroll and reports.
Managing and processing orders and inventory using the Integra System:
- Verify and check new shipments upon arrival to ensure the quantities and items match the accompanying shipping documentation. This involves inspecting the goods and updating the inventory records accordingly.
- Create a preliminary receipt list that details the contents of the new shipment. This draft is then reviewed and approved by the supervisor before it is finalized, ensuring accuracy and completeness.
- Accurately enter critical information into the warehouse management system for each item, including batch numbers, expiry dates, and storage locations.
- Before doing the registration of item details, share the information with the supervisor for review. This step ensures that all entered data is correct and addresses any discrepancies or issues before official recording.
- Conduct physical counts of the stock when receiving picking lists to verify that the actual quantities match the listed amounts.
- Create and organize the physical packing list that accompanies outgoing shipments. This list details the items being shipped and is used for verifying the contents during packing and delivery.

- Strong computer competency with word processing, spreadsheets, databases, and other IT skills.
- Possess leadership qualities and willing to exercise initiative.
- Willingness to travel regularly.
- Good command in English and local/national languages.
- Able to receive criticism.
- Resistant to Stress.
Requirements:
- University degree
- At least Six months of work experience; previous NGO experience in Supply Chain preferred.
- Stronge knowledge of MS applications (Outlook, Excell, word )
- Willingness to travel regularly to field sites.
- English and Arabic required.
Key Working Relationships:
Position Reports to: Supply chain Manager .
Position directly supervises: N/A.
Indirect Reporting: Supply Chain Coordinator.

External: Suppliers, service providers, supply chain focal points in other organizations, and local authorities.
