Background/IRC Summary:

The Syria crisis is considered the worst humanitarian catastrophe since the Cold War, with 16.5 million people in need of assistance due to economic decline and ongoing violence. Of these, 7 million are internally displaced, and 5.4 million are refugees in neighboring countries. The fall of the Syrian regime in December 2024 has left the situation complex and volatile, posing significant challenges to humanitarian efforts.

The International Rescue Committee (IRC) is responding robustly to the crisis with a $90 million annual regional portfolio and over 3,000 staff. IRC's programs in Syria and neighboring countries focus on health, cash assistance, education, child protection, women’s protection and empowerment, and livelihood programming. The work addresses critical issues such as access, security, funding, and coordination in these challenging settings.

Job Overview/Summary:

Under the supervision of the Case Management Team Leader, the Caseworker will conduct all steps of the case management process for an assigned number of survivors. With supervision from the Case Management Team Leader the WPE Caseworker will ensure survivors of GBV or women and girls at risk. GBV receives individual case management support by conducting documentation, assessments, action plans, direct service provision, referrals and follow ups for cases. The Case worker manages cases in line with the GBV Sub- Cluster case management SOPs, adhere to standard documentation processes and regularly document agreed upon forms and update trackers to ensure a comprehensive record case.

Responsibilities:

• Referrals from other agencies and community partners.
• Provide survivors centered case management services, including needs assessment, case plans, follow up, referrals, and counseling.
• Develop and implement individual case planning
• Ensure regular follow-up of the implementation of the case plan for each case.
• Directly work with other caseworkers and service providers on management of caseload and referrals
• Arrange case conferences for complex cases and ensure survivors receive multidisciplinary support
• Regularly follow up to ensure all services and action points listed in the case plan are carried out within agreed time frames. Ensure that progress is regularly reviewed.
• Provide confidential referral based on the survivors centered approach to other service providers as part of case management; follow-up to ensure that all the cases adequately receiving needed support once referral has been made.
• Always adhere to the GBV protection guiding principles.
• Submit annual case management reports
• Create and update service mapping on their coverage area.
• Receive cases referred from other service providers to provide case management as required.
• Ensure that data collection and storage respect data protection protocols and confidentiality principle.
• Communicate regularly with Case Management Supervisor for updates on achievements and

challenges

• Supporting activities for regular project monitoring, process evaluation, and impact evaluation, as requested by the WPE Case Supervision Officer
• Contribute to the collection of information needed for M&E activities and progress towards indicators
• Prepare and submit weekly and monthly work plans in a timely manner and incorporate supervisor feedback as requested.
• Ensure that all relevant financial documentation is accurately completed and submitted, as required by IRC policies
• Coordinate with other IRC sectors staff, and communities, at field level
• Coordinate training and capacity-building as requested
• Other duties as assigned by the supervisor to enable and develop IRC programs

Required Experience/qualification/Skills:

• At least 2years of progressively responsible professional experience of GBV case management
• Technical diploma or bachelor’s degree in social work, social sciences, psychology, counseling, or another related diploma
• Demonstrated understanding of working with survivors
• Previous experience in an emergency or conflict-afflicted setting is required.

Language/Travel:

• Arabic is required, while English are desired.
• Travel: Ability to work in a multi-cultural environment and travel as required to different field sites as well as attending regional and global workshops and meetings.
