Job Purpose

The Project Manager – Rehabilitation and Reconstruction is responsible for planning, managing, and overseeing the implementation of infrastructure rehabilitation projects, including the repair and rehabilitation of houses, schools, and community buildings. The role ensures that project activities are implemented in accordance with approved designs, timelines, and budgets while maintaining high technical standards and delivering sustainable benefits to target communities.

Key Responsibilities

  1. Project Planning and Management: Develop detailed implementation plans, monitor progress against objectives, and identify/mitigate operational risks.
  2. Technical Oversight: Supervise design and rehabilitation works, review engineering drawings and BoQs, and ensure compliance with safety and engineering standards.
  3. Team Management: Lead and supervise the project team, assign tasks, monitor performance, and support capacity development.
  4. Budget and Resource Management: Monitor expenditures, ensure efficient resource use, and review procurement plans and budgets.
  5. Contractor and Construction Management: Manage contractor selection and performance, and conduct regular field visits to ensure quality.
  6. Coordination and Stakeholder Engagement: Coordinate with local authorities, community leaders, and represent the organization in relevant meetings.
  7. Monitoring, Evaluation, and Reporting: Establish tracking mechanisms, prepare technical reports for donors, and document lessons learned.
  8. Compliance and Standards: Ensure adherence to organizational policies, donor requirements, and international humanitarian standards.

Qualifications

  • Education: Bachelor’s degree in Civil Engineering, Architecture, Construction Management, or a related field.
  • Experience: Minimum 3 years of experience managing infrastructure or rehabilitation projects (housing, schools, or building renovation). Experience with international NGOs or donor-funded programs is highly desirable.
  • Skills: Strong project management and planning skills, ability to manage multidisciplinary teams, analytical and problem-solving skills, and experience in supervising construction works.
