RESPONSIBILITIES:
Participate in all procurement processes as an independent observer, ensuring compliance with policies and donor regulations.
Review procurement transactions at all thresholds, verifying documentation during the process and prior to payments.
Check supporting documents for payroll, recruitment, and HR-related transactions to ensure accuracy and compliance.
Lead the preparation and follow-up of external project audits, including gathering documentation, checking samples, and coordinating with audit firms.
Oversee spot checks (preparation, sample verification, and response coordination).
Analyze donor grant agreements, highlight key compliance requirements, and communicate them to relevant departments.
Review donor proposals and contracts as needed, ensuring compliance risks are identified and mitigated.
Review supplier contracts before signature to ensure compliance with internal and donor standards.
Ensure proper archiving (both physical and electronic) for ongoing and closed projects, especially those subject to audits.
Participate in all Project Management Team (PMT) meetings to provide compliance inputs.
Oversee and follow up on Third-Party Monitoring (TPM) activities.
Conduct field visits to high-risk activities and prepare compliance reports with findings and recommendations.
Track compliance issues in the Issue Tracker and follow up with relevant departments until resolution.
Manage donor due diligence requests by preparing and providing required documentation.
Contribute to internal and external audit processes by supporting the design, implementation, and monitoring of audit protocols.
Assist in identifying process gaps, providing recommendations to strengthen internal controls and reduce risks.
Support training sessions for staff on compliance, accountability, and donor requirements.
Maintain updated knowledge of donor regulations, international auditing standards, and compliance best practices.
QUALIFICATIONS:BS degree in Business, Accounting or Economics or relevant education.
At least 2 years of relevant experience in Humanitarian aid projects and complicated contexts.
Proven working experience as Compliance Officer or similar roles
Advanced computer skills on MS Office, accounting software, and databases
Ability to manipulate large amounts of data and to compile detailed reports
Reasonable knowledge of auditing standards and procedures, laws, rules, and regulations
High attention to detail and excellent analytical skills
Sound independent judgment
Experience in operations supports role, with analysis and/or interpretation of budgets and grants preferred.
Experience working with local/international nonprofit preferred.
Excellent analytical skills and ability to solve problems are required; the ability to communicate financial information to non-financial staff is also required.
Intermediate writing and verbal communication skills in English.
Willingness to work in a location different from that stated in the contract.
Willingness to work for extra hours as necessary.
