General View of the Position:
Provide strategic support in the development of programming, and and operational
leadership in the implementation of all Bahar programming. As a member of the Senior Management Team,
the Programme Manager is a key player in organizational strategy development,
supports programme development in collaboration with the Head of Programmes,
and leads programme implementation that positively impacts communities in line
with Bahar’s expectations, standards and commitments.
Responsibilities:
A. Visibility & Media Engagement
Lead the “Visibility Boosters” portfolio to ensure Bahar has a consistent and professional media presence.
Coordinate and produce Monthly Humanitarian Briefs (one-page, bilingual/trilingual) including:
Key humanitarian metrics and updates
One compelling human story
Strong visuals and infographics
“Partner of the Month” highlights
Adaptation of briefs into social media carousels and email formats
Design and manage the Bahar Media Fellowship:
Develop selection criteria and outreach to 3–5 young local journalists per cycle
Plan and coordinate field visits and story-gathering missions
Support fellows with information, contacts, and ethical storytelling guidance
Curate and share fellows’ independent content across Bahar channels (where appropriate)
B. Audience Engagement & Storytelling
Lead the “One Humanity, Many Tongues” campaign:
Ensure every key story is published in Arabic, Kurdish, and English
Work with translators and editors to maintain quality and cultural sensitivity
Integrate local idioms, sayings, and proverbs to reflect cultural depth and inclusivity
Develop and coordinate the “Field Voices” Mini-Podcast:
Identify staff in the field and support them to record short, WhatsApp-friendly audio stories
Oversee pairing of each audio with a strong photo and short transcript
Adapt content for social media, website, and messaging platforms
Implement the “Humanitarian Photo Relay”:
Coordinate with photographers and volunteers to move a symbolic “object of hope” across regions
Curate monthly photo sets and captions that highlight unity across geographies
C. Signature Campaigns & Creative Products
Design and manage storytelling series that define Bahar’s narrative, including:
The Ripple Effect” campaign:
Identify cases showing how one action creates wider community change
Coordinate production of monthly short videos, infographics, and quotes
“Bahar 24 Hours” campaign:
Plan and script a 24-hour visual journey across multiple locations
Provide basic filming guidance and tools to staff, beneficiaries, ambassadors, and fellows
Oversee editing and release as a continuous digital story or Instagram reels
“100 Faces of Bahar” and “Women of Bahar” spotlights:
Gather portraits and one-line statements (“I am Bahar because…”)
Highlight women leaders, teachers, and community builders, especially around key dates (e.g. International Women’s Day)
Coordinate with gender and protection teams to align with programme priorities
D. Strategic Collaborations & Influencer Relations
Develop and coordinate joint communication initiatives with peer NGOs and local partners, including:
“Joint Humanitarian Challenge” / “Aid Challenge Week”
Art and culture-based initiatives such as Art for Humanity Week
Identify and manage influencer and community figure partnerships:
Engage respected doctors, teachers, poets, artists, and community leaders
Organise field visits and briefings for them
Provide key messages, visuals, and guidance on the hashtag #WithBahar
Ensure all external collaborations are aligned with Bahar’s values and humanitarian principles
E. Bahar Ambassadors Programme
Design and implement the Bahar Ambassadors Programme:
Develop concept note, selection criteria, and outreach strategy for ambassadors
Coordinate nominations in collaboration with partners and communities
Organise orientation sessions on humanitarian principles, storytelling ethics, and communication guidelines
Provide ambassadors with ready-made visuals, messages, and data
Plan and facilitate quarterly coordination meetings between ambassadors and the communications team
Ensure ambassadors are properly featured and recognised on Bahar’s platforms
F. Messaging, Neutrality & Safeguarding
Ensure all communication reflects smart neutrality, focusing on shared human experiences and avoiding polarising political language.
Review and edit key messages, posts, and campaigns to ensure:
Respect for dignity, safety, and privacy of communities
Avoidance of sensitive political terminology and divisive framing
Consistency with Bahar’s communication, protection, and safeguarding policies
G. Flagship Products & Major Content
Coordinate the production of the Bahar Annual Humanitarian Report 2025 (and subsequent years):
Work with MEAL, programme, and finance teams to gather accurate data and stories
Structure the report (Stories from the Field, Numbers that Matter, People Who Make It Possible, etc.)
Oversee visuals, layout, and integration of QR codes linking to videos and testimonies
Support launch and dissemination to donors, media, and partners
Lead the development of The Bahar Humanitarian Film (3-minute cinematic film):
Support scripting and narrative arc (“We Are the Hands That Help”)
Coordinate film crew and field teams for professional and mobile footage
Ensure narration reflects humanitarian values and is accessible (Kurdish/Arabic with English subtitles)
Use the film strategically in events, donor meetings, and advocacy spaces
H. Digital Community Growth & Events
Turn community events into digital growth opportunities:
Integrate QR codes, branded backdrops, and hashtags (e.g. #WithBahar) into event designs
Encourage tagging, posting, and user-generated content
Propose and manage small engagement incentives (contests, recognition posts, etc.)
Implement Partner Feature Fridays / Partner Friday:
Develop weekly posts to highlight partner NGOs and local actors
Coordinate with the partnership team to ensure accuracy and goodwill
Support local humanitarian ambassadors (non-influencer community figures) to share their experiences online, reinforcing local credibility.
I. Partner Communications Circle & WhatsApp Network
Establish and coordinate the Bahar Partners Communications Circle:
Organise monthly or bi-monthly meetings with communication focal points from donors, partners, and allies
Prepare agendas, presentations, and follow-up notes
Develop shared campaign calendars, hashtags, and cross-promotion plans
Manage the WhatsApp Visibility Network:
Set up and maintain official WhatsApp Communities and/or broadcast lists
Draft and send concise bilingual updates linking to Bahar’s official content
Share meeting summaries, briefs, and early previews of campaigns with core stakeholders
Qualification/s and Professional Experience:
Essential:
Bachelor’s degree in Communications, Media, Journalism, International Relations, Social Sciences, or related field.
Minimum 3–5 years of experience in communications, media, or advocacy, preferably in a humanitarian or NGO context.
Proven experience in designing and implementing communication campaigns (digital and offline).
Strong storytelling, copywriting, and editing skills in English, with ability to work closely with Arabic and/or Kurdish content.
Experience working with photographers, videographers, designers, and/or journalists.
Demonstrated understanding of conflict-sensitive, ethical, and dignified communication standards.
Desirable:
Experience managing influencers, ambassadors, or public figures.
Knowledge of MEAL/data storytelling (turning numbers into narratives).
Previous experience in Syria or similar humanitarian settings.
Excellent written and verbal communication skills in English; strong coordination capacity with Arabic/Kurdish-speaking teams.
Strong planning, time management, and multi-tasking abilities; able to manage several campaigns and products in parallel.
Creative mindset with the ability to turn complex humanitarian work into accessible, human stories.
Solid understanding of social media platforms (Facebook, Instagram, X/Twitter, LinkedIn, WhatsApp, YouTube, etc.).
Ability to work collaboratively with programme, MEAL, protection, gender, and partnership teams.
High level of cultural sensitivity and respect for diversity.
Commitment to Bahar’s humanitarian values, including neutrality, impartiality, and respect for human dignity.
Languages
• Required:
Fluent English (spoken and written).
• Preferred:
Arabic and/or Kurdish (spoken and/or written) a strong asset.
