Job Purpose
SYCAC is seeking a reliable, field-based MEAL Assistant to support the implementation of monitoring, evaluation, accountability, and learning (MEAL) systems in the assigned Syrian governorate. Working under the direct supervision of the MEAL Officer, the MEAL Assistant is the primary MEAL presence on the ground, responsible for field data collection, data quality assurance, beneficiary feedback, and reporting support — serving as the critical link between field realities and the organization's MEAL systems.
Key Responsibilities
• Implement field-level monitoring plans, maintain an up-to-date activity monitoring schedule, and flag deviations or delays to the MEAL Officer.
• Deploy and operate data collection tools (KoBoToolbox or equivalent), and train and support community volunteers and enumerators on data collection protocols.
• Conduct regular, independent field monitoring visits to program sites, cross-check beneficiary data against field realities, and produce structured field visit reports.
• Perform first-level data cleaning and quality checks on collected data, flagging anomalies or inconsistencies to the MEAL Officer with supporting documentation.
• Compile and organize governorate-level data for monthly, quarterly, and donor reports, and populate indicator tracking matrices.
• Operate SYCAC's Feedback and Complaints Response Mechanism (FCRM) at the field level, logging and escalating complaints — including sensitive cases — without delay.
• Facilitate focus group discussions (FGDs), key informant interviews (KIIs), and post-distribution monitoring (PDM) surveys with program participants.
• Support field data collection for baseline, midline, and endline assessments and evaluations, and document lessons learned and case studies.
• Maintain organized physical and digital MEAL files and coordinate logistics for field monitoring activities.
• Adherence to the policies and procedures followed by SYCAC in all operations.
• Commitment to the Code of Conduct, child protection, and prevention of sexual exploitation and harassment.
• Commitment to executing any other related tasks in coordination with the direct manager.
Required Qualifications
• Bachelor's degree in Social Sciences, Statistics, Development Studies, Public Health, or a related field.
• At least 1–2 years of experience in MEAL, M&E, data collection.
• Demonstrated experience in field data collection, preferably using digital platforms (KoBoToolbox, ODK, or equivalent).
• Experience working directly with displaced, conflict-affected, or vulnerable populations in Syria.
• Familiarity with accountability to affected populations (AAP) principles and community engagement approaches.
• Proficiency in data collection tools and Microsoft Excel; ability to perform basic data cleaning and analysis.
• Skills in facilitating FGDs, KIIs, and community surveys.
• Ability to work independently in complex, high-risk field environments with limited direct supervision.
• Fluency in Arabic (required); good working knowledge of English.
