Job Overview:

The Senior MEAL Officer leads MEAL activities in projects through plan implementation, data analysis, reporting and complaints and feedback mechanisms. The S.officer provides technical guidance and team capacity building to ensure MEAL principles are integrated into all phases of the project cycle. The S.officer leads the data cycle from collection to analysis in collaboration with the program, grants, and support teams to enhance program quality and ensure evidence-based accountability and learning.

المهام والمسؤوليات / Main Tasks & Responsibilities:

First: Desk Tasks (50%):

Prepare and implement monitoring and evaluation plans (MEAL plans) in coordination with program and grant.
Develop digital data collection tools using Kobo Toolbox.
Lead on, and participate in, needs assessment exercises, including the development of assessment protocols, data collection tools, data analysis and reporting.
Provide technical guidance and mentoring to build the capacity of MEAL field staff through training and ongoing follow-up.
Analyze quantitative and qualitative data and provide evidence-based reports on implementation progress and the quality of activities.
Provide inputs and analysis to monthly Program Meetings to ensure projects stay on track with their achievements and make corrections/improvements based on the evidence generated.
Implement lessons learned sessions and extract best practices from project implementation to support evidence-based design processes by providing data and recommendations derived from MEAL processes.
Ensure integration between accountability frameworks (CFM) and MEAL plans to ensure responsiveness to community feedback.

Second: Field Tasks (50%):

Supervise data collection activities in the field, including direct observation, interviews, questionnaires, and field checklists.
Monitor the quality of activity implementation and their alignment with program and project work plans.
Conduct field verification visits to ensure the accuracy of data received from technical teams.
Activate and monitor complaints and feedback mechanisms at implementation sites, ensuring their effectiveness and inclusiveness for all groups.
Conduct interviews with beneficiaries and focus group discussions (FGDs) with the community to assess satisfaction and quality of services during the project cycle.
Coordinate with program teams and local partners to ensure that MEAL results are incorporated into ongoing activity improvement.

المتطلبات والشروط / Background Knowledge & Experience:

Education Level: A University degree in a relevant subject area.
Work Experience: At least 4 years of experience working in MEAL within humanitarian projects.
Trainings: Training in humanitarian principles, accountability to affected populations (AAP), MEAL fundamentals, data collection methods, Excel, and report writing.
Languages: English: B1, Arabic: C2.
Location: Syria - Aleppo or Damascus (حلب أو دمشق).
Department / Report: Department: MEAL | Direct report to: MEAL Coordinator | Average Monthly Working Hours: Full time.
