Job purpose:
The Back to Learning (BTL) Officer is responsible for supporting the implementation, coordination, monitoring, and quality assurance of Back to Learning activities under the UNICEF-funded non-formal education project in Raqqa.
The role focuses on identifying and enrolling out-of-school children, supporting community mobilization and awareness activities, coordinating with education stakeholders, supervising field-level BTL activities, and ensuring that project targets and quality standards are achieved in accordance with UNICEF, organizational, and Ministry of Education requirements.
Major Responsibilities
- Implementation of Back to Learning activities in targeted communities according to the workplan and agreed criteria.
- Ensure effective outreach and identification of out-of-school children and adolescents eligible for non-formal education programs.
- Coordinate beneficiary registration, verification, and enrollment processes in line with project criteria.
- Ensure timely referral of vulnerable children to relevant education, child protection, and other support services when required.
- Promote community participation and ownership of educational activities.
- Track enrollment, attendance, retention, and transition of learners across education programs.
- Identify implementation challenges and recommend corrective actions to improve program performance.
- Ensure compliance with project guidelines, UNICEF standards, safeguarding requirements, and organizational policies.
- Maintain accurate beneficiary records and activity documentation.
- Collect, verify, and compile project data from the field in a timely manner.
- Prepare weekly, monthly, and ad hoc activity reports for submission to the BTL Coordinator.
- Support data quality assurance processes and ensure information is entered accurately into project databases.
- Contribute to project assessments, surveys, and monitoring exercises.
Safeguarding
a. Report adult and child safeguarding incidents for designated area programmes (Levels 1-3).
b. Support proper implementation of the office’s Safeguarding Incident Preparedness Plans at local area programme level.
Any additional tasks required by the line manager.
Knowledge/Qualifications for the Role
Required Professional Experience:
- 2-4 years’ work experience in the field of education.
- Experience of working with humanitarian agencies in Syria.
Required Education, training, license, registration, and certification:
- University degree in education or related field – Essential.
Preferred Knowledge and Qualifications:
- Strong inter-personal communication and collaboration skills.
- Strong documentation and report writing skills.
- Knowledge of common national education issues and violations.
- Ability to work individually and in a team – Essential.
- Attention to detail – Essential.
- Computer literate mainly in Microsoft Office package – Essential.
