Job purpose:

Under the overall supervision of the UNICEF Project Manager, the General Project Coordinator will provide operational and managerial oversight for the implementation of the integrated Education and ADAP project across Raqqa and Al-Hasakeh governorates.

The Project Coordinator will lead a large team of over 15 staff, including Education Coordinators, Sub-District Education Coordinators, BTL Coordinators, Digital Supervisors, Teacher Specialists, ELP Teachers, a Civil Engineer, and an ADAP Officer.

The role ensures the timely and quality delivery of project activities, compliance with donor requirements, and strong coordination with internal departments, partners, local authorities, and UNICEF. The Project Coordinator will also play a key role in reporting, monitoring, and stakeholder engagement.

Major Responsibilities

• Activity:

1- Project Coordination and Implementation Oversight

1. Lead the overall coordination and implementation of Education and ADAP activities across project locations in Raqqa and Al-Hasakeh.

2. Supervise and provide operational guidance to the Education Coordinator, Sub-District Education Coordinators (5), BTL Coordinators (6), Digital Supervisors, Teacher Specialists (2), ELP Teachers, Civil Engineer, and ADAP Officer.

3. Ensure that all project activities are aligned with sector standards, UNICEF requirements, and WVI policies.

4. Oversee the development and implementation of work plans, procurement plans, and monitoring plans.

5. Conduct regular field visits to project locations to monitor progress, provide on-site guidance, and ensure quality of implementation.

6. Ensure the effective distribution of project materials, supplies, and equipment to targeted locations.

   2- Coordination and Stakeholder Engagement

7. Build and maintain strong relationships with UNICEF, Ministry of Education, Ministry of Health, local authorities, partners, and community stakeholders.

8. Represent the project in relevant coordination meetings, including education and ADAP working groups, OCHA coordination, and Syria Forum meetings as required.

9. Work closely with internal departments, including technical, P&C, MEAL, and Communications..etc, to ensure smooth field operations.

3- Monitoring, Evaluation, Accountability and Learning (MEAL)

1. Work closely with the MEAL team to monitor project progress, track key indicators, and address implementation issues.
2. Ensure accountability mechanisms are in place and responsive to beneficiary feedback.
3. Support the documentation of lessons learned and good practices to inform future programming.

4- Capacity Building and Staff Development

1. Identify capacity gaps among project staff and support the delivery of targeted training and mentoring.

5- Safeguarding, Safety, and Compliance

1. Ensure that all project staff, partners, and volunteers adhere to safeguarding policies and PSEA standards.
2. Monitor and address any safety or security concerns affecting project implementation.
3. Ensure full compliance with donor regulations and WVI policies.

Knowledge/Qualifications for the Role

Required Professional Experience:

• Minimum 4-5 years of experience in project coordination or management, preferably in education and/or ADAP sectors.
• Experience working with UNICEF or other UN agencies is an asset.
• Experience working in Northeast Syria/Syria.

Required Education, training, license, registration, and certification:

• University degree in Education, Social Sciences, Project Management, or a related field.

Preferred Knowledge and Qualifications:

• Strong project coordination and management skills.
• Excellent inter-personal communication and collaboration skills.
• Strong documentation and report writing skills.
• Knowledge of education and ADAP programming in humanitarian contexts.
