Location: Syria - Raqqa

Job purpose:

The Project Manager will provide overall leadership and management for the UNICEF-funded integrated Education and ADAP project in Raqqa and Al-Hassakeh. Reporting to the NES Area Manager, the PM will oversee a large team of over 15 staff, including coordinators, specialists, supervisors, and technical personnel. He/she will be responsible for the successful delivery of project activities across Education and ADAP components, ensuring alignment with donor requirements, WVI standards, and national priorities.

The PM will lead project planning, budget management, reporting, and quality assurance, while ensuring strong coordination with internal departments, partners, local authorities, and UNICEF.

He/she will work closely with internal departments (Finance, GAM, SCM, Communications, Technical Teams, Field Operations and others) and external stakeholders, including partners and local authorities. Ultimately, the Project Manager is accountable for the successful delivery of project goals, in line with WVI standards and donor expectations.

Major Responsibilities

• Activity:

  1- Coordination:

• Serve as the primary focal point for the UNICEF project, ensuring alignment with WVI’s strategic objectives, donor requirements, and national education priorities.

• Liaise with internal departments (Finance, GAM, MEAL, SCM, Communications, Technical Teams, Field Operations, HR, and others) to ensure integrated and smooth implementation.

• Maintain close coordination with UNICEF, local authorities, UN agencies, working groups, and other humanitarian actors to enhance synergies and avoid duplication.

• Represent WVI in donor meetings, coordination forums, and government consultations as required.

• Facilitate regular coordination meetings with project staff, partners, and stakeholders to review progress, address challenges, and plan activities.

  2- Implementation & Technical Oversight:

• Ensure that each project has a well‑designed Project Information Management System (PMIS) dashboard that captures all project aspects, and use the system to plan, track, and report on progress.

• Oversee the day‑to‑day implementation of project activities across multiple sectors, ensuring activities are delivered in line with workplans, timelines, and sectoral standards.

• Oversee the overall implementation of the project across 10 sub-districts in Raqqa and selected locations in Hassakeh, covering Education (NFE, school rehabilitation, teacher training, PSS, school safety) and ADAP (life skills, employability, TVET, youth-led initiatives).

• Manage a large team of over 15 staff, including Project Coordinator, Education Coordinator, ADAP Focal Point, Reporting Focal Point, BTL Coordinators, Civil Engineer, Digital Supervisors, Teacher Specialists, Sub-district Education Coordinators, and ELP Teachers.

• Ensure that all activities are delivered in line with work plans, budgets, and sectoral standards (INEE Minimum Standards, UNICEF EiE frameworks)

• Conduct regular field visits to monitor progress, provide technical guidance, and ensure activities remain responsive to community needs.

• Identify implementation challenges and work with relevant teams to develop mitigation measures.

3- Reporting and Documentation:

• Ensure timely and accurate submission of narrative and financial reports in line with UNICEF requirements/MoU and WVI standards. Maintain comprehensive project documentation, including activity reports, PMIS updates, meeting minutes, incident reports, and other records.

• Oversee the development and periodic update of work plans, procurement plans, budgets, and logical frameworks.

• Work closely with the MEAL team to ensure data collection, analysis, and documentation of lessons learned and challenges.

• Collaborate with the Communications team to document success stories and best practices.

• Contribute to internal and donor reports as required, ensuring accuracy and consistency.

  4- Additional Responsibilities:

• Support the NES Area Manager in proposal development and resource mobilization efforts.

• Financial reports are accurate and submitted on time. Compliance with donor and WVI financial policies is maintained.

• Supervise, mentor, and support project staff, ensuring clear performance objectives and regular feedback.

• Contribute to the development of capacity building plans for project staff and partners.

• Represent WVI in relevant coordination forums, working groups, local authorities, communities, donor meetings as required, and other stakeholders as needed.

• Participate in internal planning and meetings and review sessions with the NES team.

• Ensure safeguarding, Do No Harm, and inclusion principles are applied throughout the project

• Perform any other duties as assigned by the NES Area Manager, consistent with the scope of the role.

Knowledge/Qualifications for the Role

Required Professional Experience:

• 5–7 years of relevant professional experience in humanitarian or development programs, preferably in Northeast Syria or similar complex contexts.
• Proven experience in program management, including planning, implementation, monitoring, and reporting.
• Demonstrated experience in team leadership and staff capacity building.
• Strong background in coordination with local authorities, UN agencies, and INGOs.
• Experience in budget management and donor compliance (e.g., UN agencies, UNICEF...).
• Prior experience in education and ADAP programming is an asset.

Required Education, training, license, registration, and certification:

• University degree (Bachelor’s or Master’s) in a relevant field such as International Development, Humanitarian Studies, Social Sciences, Education, Business Administration, or a related discipline.
• Fluency in both Arabic and English (written and spoken) is required.
• Certifications in areas such as Project Management (e.g., PMP, Prince2), Monitoring and Evaluation, Humanitarian Standards (e.g., SPHERE, CHS), Safeguarding, and PSEA are considered strong assets.

Preferred Knowledge and Qualifications:

• Strong understanding of the political, social, and security dynamics in Northeast Syria.
• Knowledge of local governance structures, tribal dynamics, and community engagement approaches.
• Familiarity with UNs funding requirements and reporting standards.
• Experience in education, and ADAP programming.
• Strong analytical and report-writing skills.
• Ability to work under pressure and in volatile security environments.
• Knowledge of organizational safeguarding policies and commitment to gender equality and inclusion.

Travel and/or Work Environment Requirement:

The position will be based in Raqqa, and Hassakeh, with a requirement and willingness to travel to other WV project sites as needed.

Physical Requirements:

The position requires a strong field presence and a high level of commitment to program implementation.

Language Requirements:

Fluent in Arabic and English, spoken and written.
