Cost Engineer - Hospital/02
JOB SUMMARY:
The Cost Engineer protect the commercial and contractual interests of the Aga Khan Health Services by controlling quantities, payments, variations, forecasts and final accounts. Provides independent, evidence-based cost advice while coordinating closely with the civil, electrical and mechanical engineers.
MAIN RESPONSIBILITIES:
Contract quantities and cost control:
- Establish and maintain the project cost-control structure, including the approved BOQ, contract rates, work packages, commitments, contingency, variations and forecast at completion.
- Review drawings, specifications and contract documents to identify quantity, scope or pricing gaps and reconcile them with the BOQ before they affect payment or procurement.
- Prepare independent quantity take-offs and check contractor measurements using approved drawings, site records and agreed methods of measurement.
- Maintain current cost reports, cash-flow forecasts, variation logs, payment logs and final-account records with a clear audit trail.
Interim payments, variations and claims:
- Verify work completed, materials on site and supporting records for interim payment applications, then prepare a documented payment recommendation for authorized approval.
- Evaluate variation proposals, new rates, daywork, quotations and value-engineering options for quantity, entitlement, reasonableness and cost impact.
- Review commercial aspects of claims and extension-of-time submissions with the Project Manager and relevant engineers, without determining contractual entitlement beyond delegated authority.
- Identify potential cost exposure early and issue concise alerts with the cause, value range, required evidence and proposed next action.
Procurement, reporting and close-out:
- Support bid comparisons, negotiated packages and procurement decisions by normalizing commercial offers and confirming scope inclusions, exclusions and interfaces.
- Coordinate with finance and procurement so payment recommendations match contract terms, approved progress, retention, advance recovery and required securities.
- Prepare monthly commercial reports and participate in progress, variation and cost-review meetings.
- Lead measurement reconciliation and preparation of the final account, including an indexed record of all approved changes and settlements.
JOB REQUIREMENTS:
Education:
- Bachelor's degree in Civil Engineering, Quantity Surveying, Construction Management or a related field. A Civil Engineering degree is preferred for this project.
Experience:
- At least five years of relevant experience in quantity surveying, cost control or contract administration on building projects.
- Demonstrated experience with BOQs, interim payments, variations, claims records and final accounts. Healthcare or institutional construction experience is preferred.
- Working knowledge of construction contracts, measurement principles and contractor payment procedures. FIDIC experience is an advantage.
- Advanced Excel skills and practical ability to read drawings and use quantity take-off tools. AutoCAD and BIM-based measurement experience are advantages.
Technical Skills:
- Numerical accuracy and disciplined document control.
- Commercial judgment and ability to challenge unsupported quantities or costs.
- Clear written reporting and evidence-based negotiation.
- Coordination across civil, electrical and mechanical work packages.
- Integrity, confidentiality and avoidance of conflicts of interest.
- Professional working proficiency in Arabic and English, including technical reporting and commercial correspondence.
Personal Characteristics:
- High integrity, professionalism, and ethical conduct.
Another requirement:
- Not an employee of a government agency.
- The ability to travel between governorates.
- The ability to commit to working with AKHS-S during official working hours.
