The Canadian Red Cross (CRC) is part of the International Red Cross and Red Crescent Movement, the world’s largest humanitarian network, which includes the International Committee of the Red Cross (ICRC) and 191 National Red Cross and Red Crescent Societies. The CRC works in Canada and internationally to improve the lives of vulnerable people by mobilizing the power of humanity.
In Syria, more than a decade of conflict, large-scale displacement, economic deterioration, and recurring shocks, including natural disasters, have created a complex and protracted humanitarian crisis. Millions of people remain in need of humanitarian assistance, with significant challenges in access to essential services, particularly in the health sector.
The Syrian Arab Red Crescent (SARC), as a key national humanitarian actor and a core component of the Movement, plays a frontline role in delivering assistance across the country. Since 2015, the Canadian Red Cross has been supporting SARC in responding to humanitarian needs through a range of programs focused on healthcare service delivery, emergency preparedness and response, and community-based interventions.
CRC support includes strengthening access to primary healthcare services, supporting maternal and child health and enhancing SARC’s capacity to respond effectively to health emergencies and disasters. The CRC also contributes to emergency relief operations and supports outreach to vulnerable and hard-to-reach communities.
Operating within this context, the Canadian Red Cross works in close partnership with SARC, providing technical, financial, and operational support, while ensuring that programs are aligned with humanitarian standards, donor requirements, and accountability commitments.
All CRC activities are guided by the Fundamental Principles of the Red Cross and Red Crescent Movement: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
The Canadian Red Cross maintains a zero-tolerance approach to conduct that is incompatible with these principles, including sexual exploitation and abuse, sexual harassment, abuse of authority, discrimination, and lack of integrity. Safeguarding, protection, and accountability to affected populations are central to all CRC-supported programs and operations.
Job purpose
The Project Officer supports the effective planning, implementation, monitoring, and reporting of Canadian Red Cross (CRC)–supported programs in Syria. Working closely with the Syrian Arab Red Crescent (SARC), the role ensures that project activities are delivered in a timely, efficient, and accountable manner, in line with CRC standards, donor requirements, and humanitarian principles.
The Project Officer contributes to program quality by strengthening coordination, supporting financial and operational processes, and facilitating communication between CRC, SARC, and other stakeholders. The position plays a key role in ensuring that programs respond to identified needs, achieve intended results, and uphold accountability to affected populations.
Job duties and responsibilities
Responsibility 1: Project Management (50%)
– Support the Syrian Arab Red Crescent (SARC) in the successful design, implementation, and monitoring of Canadian Red Cross (CRC)-supported projects.
– Support project administration and management to ensure that timelines, deliverables, and processes are met in line with quality standards, donor compliance, and accountability requirements, including narrative, financial, and analytical reporting.
– Support SARC in the development and implementation of monitoring and evaluation tools and plans, including data collection and analysis for effective reporting and performance/indicator tracking.
– Support SARC in the development of project narrative reporting according to agreed frequency and donor requirements. Contribute to drafting sections of reports as required.
– Identify key project issues, risks, and implementation challenges, and support the development of appropriate solutions in coordination with the CRC Country Cluster Representative – Syria, Program Manager, and CRC technical advisors.
– Maintain regular communication with SARC counterparts to track project progress, address delays, and ensure alignment with agreed plans.
– Support SARC in the development of project proposals in coordination with CRC Syria office, CRC National Office teams (including finance and technical advisors), and other stakeholders. Contribute to drafting sections of proposals as required.
– Maintain and regularly update project and country-level information in CRC systems and ensure proper documentation and filing.
Responsibility 2: Finance (30%)
– Ensure a clear understanding of project budgets, including budget structures, coding, and financial procedures of CRC and SARC.
– Support processing of financial documentation, including obtaining necessary reviews and approvals on invoices and forms, in line with CRC procedures.
– Collect, review, and share SARC financial reports and supporting documents internally within CRC, ensuring proper records management in line with project agreements, flagging significant variances of spending against the budget with the CRC Country Cluster Representative and finance colleagues.
– Support SARC in the preparation of budget revisions and ensure alignment with donor requirements and CRC financial policies.
– Assist SARC in preparing fund requests and follow up with CRC National Office to ensure timely disbursement.
– Coordinate between CRC National Office financial services and SARC finance teams, acting as a focal point for communication and facilitating coordination meetings as needed.
Responsibility 3: Administration & Logistics (20%)
– Facilitate communication between SARC, in-country Movement partners, and CRC National Office logistics teams on procurement-related matters as required.
– Support procurement of office equipment and supplies in accordance with CRC procedures and maintain records of the office inventory and asset register.
– Prepare and process administrative and logistics documentation in line with CRC policies, including cost coding and document tracking.
– Support administrative processes related to office operations, including lease agreements, maintenance, and service contracts, in coordination with CRC National Office.
– Support the planning and coordination of CRC missions to Syria, including visa applications (in close coordination with SARC), travel arrangements, accommodation, and meeting logistics.
– Arrange logistics for field visits, including transportation, accommodation, and security clearance processes in line with operational requirements.
– Provide ad hoc translation support between Arabic and English, as required.
Travel
– The role requires regular travel to supported SARC branches across Syria, as required by operational needs. Travel durations may range from short field visits to extended missions of one to two weeks to support program implementation and coordination.
