Program Procurement & Operations Officer - Idleb & Aleppo - National position
Context: Relief International (RI) is an international non-profit organization that partners with communities impacted by conflict, climate change and disaster to save lives, build greater resilience and promote long-term health and wellbeing. RI is active in 15 countries across Africa, Asia and the Middle East.
About our Country Program: RI operates in Syria across the north, east and south of the country, in the core sectors of Health, Nutrition, Protection, and WASH. Employing more than 1,000 staff (direct and incentive), we provide life-saving support for Primary Health Centres, hospitals and other health facilities, and vital protection services to vulnerable women and children.
Job Profile: The Field Program Support Officer provides essential program-related support to Health Facilities and Relief International’s team to facilitate efficient project implementation at field level. The role involves providing operations and procurement support to the field teams, conducting regular visits to Health & Protection facilities to identify and troubleshoot operational gaps & needs which impact services for beneficiaries, and coordinating between program, health technical team and support departments to facilitate smooth administrative functioning.
Key Responsibilities:
- Provide multi-task operational support to the field-based program staff and to Health Facility (HF) and protection sites’ staff and management.
- Conduct regular visits and on-demand urgent visits to RI’s supported HFs and protection sites to identify and propose solutions to program-related operational challenges, review requests by the HF management, and provide immediate reporting on the urgent requests.
- Provide input to the Project Manager, Senior Program Officer & other relevant colleagues to assist in the development of monitoring tools and any potential gaps in field procedures regarding operations and administration policies at HFs.
- Support RI’s field-based staff and health and protection incentive staff to strengthen adherence to correct procedures and policies with regard to procurements and other operational processes for HFs and protection sites.
- Work closely with program & health technical team to define the procurement plan and other operational needs for health and protection facilities, and coordinate internally with relevant departments for the meeting of these needs.
- Support timely procurement & operations processes by assisting staff to prepare purchase requests and other documentation, preparing and reviewing procurement documentation, overseeing procurement processes, and coordinating with suppliers providing services and goods.
- Coordinate with program and support departments to ensure all contracts are updated and archived well.
- Coordinate with the finance department to ensure that payments are made on time.
- Participate in periodical meetings with the program team to provide needed data for project performance monitoring.
- Promptly report any evidence or suspicious of irregularities, misconduct that may affect the compliance of supported facilities with the donor requirements and/or RI’s code of conduct and other relevant policies.

Person Specification:
Essential criteria:
- Relevant university degree or equivalent in professional experience (program management, supply chain, engineering qualifications are an asset).
- Minimum 2 years of experience in relevant roles, including NGO experience.
- Demonstrated skills in supporting operations and supply chain activities at field-level.
- Excellent organizational skills, strong attention to detail, and ability to produce accurate and high-quality documentation.
- Ethical and reliable.
- Motivation and flexibility to conduct regular field visits.
- Proven ability to work in a busy, high-pressure environment, and to prioritize and deal with competing demands.
- Excellent Arabic language skills; functional English is an asset.
- Excellent computer literacy (Word, Excel, internet).
- A team player with demonstrated excellent interpersonal and communication skills.
