Protection Technical Specialist

RESPONSIBILITIESTechnical Leadership and Quality Assurance

  • Provide technical leadership for the design, implementation, monitoring, and evaluation of protection interventions.
  • Ensure all activities comply with international protection standards, including CPMS, GBV Minimum Standards, IASC Guidelines, Sphere Standards, and relevant national frameworks.
  • Develop and review technical tools, SOPs, guidelines, and implementation approaches.
  • Conduct regular technical reviews and quality assurance visits to field locations.
  • Identify protection risks and recommend appropriate response strategies.

Programme Design and Implementation

  • Support the development and adaptation of protection strategies and work plans.
  • Ensure effective integration of child protection, GBV risk mitigation, MHPSS, legal protection, and community-based protection approaches.
  • Contribute to proposal development, project design, and donor reporting.
  • Support implementation teams in addressing technical challenges and improving service delivery.

Capacity Building

  • Assess staff technical capacity and identify learning needs.
  • Design and deliver training sessions, workshops, and mentoring programs.
  • Provide continuous coaching and on-the-job support to field staff.
  • Strengthen technical competencies across protection teams.

Protection Analysis and Response Planning

  • Lead protection assessments, analyses, and risk mapping exercises.
  • Monitor protection trends and emerging concerns.
  • Develop evidence-based recommendations and response plans.
  • Support the preparation of technical reports, lessons learned, and best practice documentation.

Coordination and Representation

  • Represent the organization in relevant protection coordination forums and technical working groups.
  • Liaise with government counterparts, UN agencies, NGOs, and community stakeholders.
  • Promote harmonized protection approaches and coordination mechanisms.

Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Support the development of protection indicators and monitoring frameworks.
  • Review data quality and ensure protection-sensitive data management.
  • Contribute to evaluations, assessments, and learning initiatives.
  • Promote accountability to affected populations.

Other Duties

  • Perform any other duties assigned by the supervisor relevant to the position.

QUALIFICATIONSEducation

Master's degree in Social Work, Psychology, Social Sciences, or a related field. (A Bachelor's degree combined with significant relevant experience may be considered).

Professional Experience

  • Minimum 7–10 years of progressively responsible experience in protection programming within humanitarian and/or development contexts.
  • Demonstrated experience in at least two of the following areas:
    • Child Protection
    • GBV Risk Mitigation
    • MHPSS
    • Legal Protection
    • Community-Based Protection
  • Experience in technical capacity building, mentoring, and coaching.
  • Experience working with international NGOs, UN agencies, or humanitarian organizations.
  • Experience in emergency and complex humanitarian settings is highly desirable.
  • Proven experience applying CPMS, GBV Minimum Standards, and IASC Protection Guidelines.

  • Expertise in protection analysis, risk assessment, and response planning.
  • Excellent training and facilitation skills.

WORKING CONDITIONS

  • Part-time position equivalent to 50% FTE.
  • Frequent coordination with field teams and technical stakeholders.
  • May require periodic travel to project locations and field sites.
  • Work may involve exposure to challenging humanitarian contexts and sensitive protection cases.
  • Flexible working arrangements may be applied according to organizational policies
