JOB SUMMARY
The "Grant and M&E" Officer is responsible for supporting the design, implementation, and coordination of monitoring, evaluation, research, and learning systems to ensure effective results-based management, accountability, and continuous program improvement. The role involves collecting, analyzing, and reporting quality data; tracking progress against planned outputs and outcomes; supporting evaluations and learning processes; and translating evidence into actionable insights to inform decision-making and stakeholder reporting. The Grant and M&E Officer reports directly to the Project Manager and AKHS MERL & Partnership Manager.
MAIN RESPONSIBILITIES
I. Framework Design & System Management
- Develop and oversee comprehensive M&E frameworks and performance measurement plans aligned with organizational goals and global health indicators.
- Design and manage robust data collection tools, databases, and reporting templates to ensure data integrity and accessibility.
- Ensure compliance with donor and government standards, integrating safeguarding and gender-sensitive approaches into all systems.
II. Data Collection & Field Oversight
- Coordinate assessments: Lead baseline, midline, and endline studies in collaboration with consultants and research teams.
- Field Monitoring: Conduct regular site visits to verify implementation quality, identify service gaps, and provide actionable recommendations.
- Quality Assurance: Provide oversight for data collection processes, ensuring strict adherence to protocols and safeguarding principles.
III. Analysis, Reporting & Visualization
- Evidence-Based Insights: Analyze quantitative and qualitative data to track progress, identify trends, and measure long-term impact.
- Dissemination: Create high-impact reports, dashboards, and presentations for management, donors, and stakeholders.
- Communication Focal Point: Act as the primary liaison for national M&E officers and donors to ensure timely, transparent reporting.
IV. Strategic Learning
- Technical Guidance: Train program staff and partners on M&E methods, survey techniques, and reporting requirements.
- Knowledge Management: Document success stories, lessons learned, and best practices to promote organizational visibility.
- Facilitate Reflection: Lead annual planning workshops and reflection sessions to ensure data directly informs strategic decision-making.
V. Business Development & Accountability
- Proposal Support: Contribute to needs assessments and design performance frameworks for new funding opportunities.
- Community Feedback: Implement beneficiary feedback mechanisms to strengthen accountability and responsiveness to community needs.
JOB REQUIREMENTS
Qualification and Experience:
- Bachelor’s degree in Statistics, Information Engineering, Development Studies, Public Health, or a related field.
- Minimum of 3–5 years of experience in monitoring and evaluation, specifically within the development or global health sectors.
- Proven experience designing M&E frameworks (Logframes, Theory of Change).
- Expertise in data analysis software (e.g., SPSS, STATA, ...).
- Advanced skills in Excel and data visualization tools like Power BI.
- Familiarity with mobile data collection platforms (e.g., KoboToolbox, ODK, or CommCare).
- Donor Knowledge: Familiarity with reporting requirements for major donors.
- Demonstrated ability to conduct field-based monitoring, lead focus group discussions, and manage enumerator teams.
Technical Skills:
- Ability to work under pressure and meeting deadlines.
- Good communication and teamwork skills.
- Personal initiative and self-motivation.
- Experience in budget preparing, and good report writing skills.
- Excellent level of English (written and spoken).
- Good user of Microsoft Office programs.
Another Requirements:
- Not a government employee.
- The ability to travel within Damascus and its countryside, as well as the rest of the provinces.
- The ability to commit to working with AKHS-S during official working hours.
