Compliance Officer

RESPONSIBILITIES:

 

Participate in procurement processes by providing senior-level oversight as an independent compliance authority, ensuring full adherence to internal policies and donor regulations, and offering improvement recommendations where needed.
Lead the review of procurement transactions across all thresholds, with a focus on high-risk processes, ensuring the accuracy and completeness of documentation during the procurement cycle and prior to payments, while identifying systemic risks and proposing mitigation measures.
Oversee the verification of supporting documents related to payroll, recruitment, and HR transactions, ensuring accuracy, compliance, and consistency with internal policies and legal requirements, and addressing recurring issues proactively.
Lead the preparation and follow-up of external project audits, including coordinating with audit firms, ensuring timely collection of documents, reviewing samples, and overseeing the closure of audit findings within agreed deadlines.
Supervise the planning, execution, and follow-up of spot checks, including sample verification and evaluation of departmental responses, and provide detailed reports with corrective recommendations.
Analyze donor grant agreements and identify critical compliance requirements, translating them into practical guidance for relevant departments and ensuring their proper implementation.
Review donor proposals and contracts to identify compliance risks and provide mitigation recommendations that support sound decision-making and organizational accountability.
Review supplier contracts before signature to ensure they meet internal compliance requirements and donor standards, and propose necessary contractual improvements.
Oversee proper physical and electronic archiving systems for ongoing and closed projects, ensuring readiness for audits, TPM reviews, and donor assessments.
Represent the Compliance Department in Project Management Team (PMT) meetings and provide analytical inputs related to compliance risks, lessons learned, and areas requiring improvement.
Oversee and follow up on Third-Party Monitoring (TPM) activities, ensuring timely responses to findings and completion of corrective actions in coordination with relevant departments.
Lead field compliance visits to high-risk activities, assess documentation and processes, and prepare high-quality compliance reports that include detailed findings and actionable recommendations.
Supervise the tracking and resolution of compliance issues through the Issue Tracker, ensure timely follow-up with departments, and provide periodic updates to management.
Manage donor due diligence requests by preparing and validating required documentation, ensuring that submissions accurately reflect organizational policies, controls, and operational practices.
Support the design, implementation, and monitoring of internal and external audit protocols, and contribute to strengthening organizational audit readiness and internal control systems.
Lead the identification of process gaps and propose strategic recommendations to enhance internal controls, reduce risks, and improve operational efficiency across departments.
Design and deliver advanced training sessions for staff on compliance, accountability, and donor requirements, supporting the development of a strong compliance culture across the organization.
Maintain up-to-date knowledge of donor regulations, international auditing standards, and best practices in compliance, and ensure that internal processes are updated accordingly.

QUALIFICATIONS:

BS degree in Business, Accounting or Economics or relevant education.
At least 2 years of relevant experience in Humanitarian aid projects and complicated contexts.
Proven working experience as Compliance Officer or similar roles.
Advanced computer skills on MS Office, accounting software, and databases.
Ability to manipulate large amounts of data and to compile detailed reports.
Reasonable knowledge of auditing standards and procedures, laws, rules, and regulations.
High attention to detail and excellent analytical skills.
Sound independent judgment.
Experience in operations supports role, with analysis and/or interpretation of budgets and grants preferred.
Experience working with local/international nonprofit preferred.
Excellent analytical skills and ability to solve problems are required; the ability to communicate financial information to non-financial staff is also required.
Advance writing and verbal communication skills in English.
Willingness to work in a location different from that stated in the contract.
Willingness to work for extra hours as necessary.
