Supply Chain Officer

RESPONSIBILITIES

Procurement Management

  • Execute the full procurement cycle, including market assessments, quotations, bid analysis, and issuance of purchase orders/contracts.
  • Ensure all procurement activities comply with Bahar NGO policies and donor regulations.
  • Coordinate with requestors to ensure clear specifications and timely processing of requests.
  • Support supplier selection and negotiations to ensure value for money.

Logistics & Warehouse Operations

  • Coordinate transportation and delivery of goods to project sites.
  • Support warehouse operations including receiving, storing, and dispatching goods.
  • Maintain accurate stock records and monitor inventory levels.
  • Ensure proper documentation for logistics activities (GRNs, waybills, delivery notes).

Vendor Management

  • Maintain and regularly update supplier and service provider databases.
  • Conduct supplier evaluations and performance tracking.
  • Ensure strong communication with vendors and service providers to ensure timely delivery.

Documentation & Compliance

  • Ensure all procurement and logistics documentation is complete, accurate, and compliant with internal and donor requirements.
  • Verify all approvals before proceeding with procurement or logistics activities.
  • Support audit processes by preparing required documentation.

Coordination & Reporting

  • Work closely with program, finance, and warehouse teams to align supply chain activities with operational needs.
  • Provide regular updates to the Supply Chain Coordinator on progress, challenges, and recommendations.
  • Maintain proper records of all procurement and logistics transactions.
  • Prepare periodic reports including procurement tracking, stock reports, and delivery status.

QUALIFICATIONS

  • Education: Business Administration, or a related field.
  • Experience: Minimum of 2 years of experience in procurement and/or logistics, preferably in the humanitarian sector.
  • Knowledge: Good knowledge of supply chain processes, donor compliance, and local market conditions in Syria.
  • Languages: Fluency in Arabic (required); English is an advantage.
  • Nationality: Syrian nationality (mandatory).

Skills and Competencies

  • Strong organizational and multitasking skills.
  • High attention to detail and compliance.
  • Good communication and negotiation skills.
  • Proficiency in Microsoft Office.
  • Ability to work under pressure and meet deadlines.

Key Working Relationships

  • Internal: Supply Chain Coordinator, Program Teams, Warehouse/Logistics Team, Finance Department.
  • External: Vendors, suppliers, transporters, and service providers.
